Bellevue residents can weigh in on the next decade of water, sewer and stormwater investments at a drop-in open house Monday, Oct. 5, at Bellevue Library.
The city's three utility system plans have not been updated since the mid-2010s. The current Water System Plan dates to 2016, the Wastewater System Plan to 2014 and the Storm and Surface Water System Plan to 2015, according to the city. Bellevue Utilities is now updating all three at once during 2025–2026. Each plan looks ahead at least 20 years.
The open house runs 3:30 to 5:30 p.m. at 1111 110th Ave. NE. It is informal and drop-in; residents can stop by at any point and do not need to stay the full two hours.
Utilities staff will be available to walk through proposed long-term investments and priorities for all three systems. Residents can ask questions about how the water, sewer and stormwater networks serve Bellevue and what upgrades may be needed as the city grows. Feedback collected at the session will help shape the final 10-year plans.
The city says the updates are aimed at keeping essential services safe and reliable for a growing community.
"These plans are about more than infrastructure; they're about planning for the services our community depends on every day," Utilities Director Lucy Liu said in the city's Thursday, Oct. 1, announcement of the event. "We want to hear from community members about what matters to them as we plan for the next 10 years."
The updates fit into a broader capital planning cycle. The city's 2027–2032 Capital Improvement Program, outlined in a recent council roundup, groups projects into portfolios. The Utilities portfolio covers water storage, sewer and stormwater infrastructure and operational efficiency. No specific dollar figures for the planned investments have been released.
Bellevue's Comprehensive Plan 2044 requires the city to keep utility system plans current under Policy UT-12.
