Bellevue's City Council is two weeks from adopting a two-year spending plan that will shape city services and infrastructure through 2028.
The council held its third and final public hearing on the preliminary 2027-2028 Operating Budget and the 2027-2032 Capital Improvement Program (CIP) on Oct. 27, according to the city's council roundup.
Nearly 40 people spoke at the meeting. Another 63 people, including some who also spoke, submitted written comments. The council is now scheduled to deliberate on the budget Nov. 3, with an adoption vote set for Nov. 17.
That Oct. 27 session was the last of three public hearings.
City Manager Diane Carlson submitted the proposed budget in early September. The city said the preliminary plan focuses on maintaining core services while preparing for future growth.
In a statement published with the preliminary budget announcement Sept. 10, Carlson said, "This preliminary budget positions us to be future-focused and it is grounded in our commitment to providing high-quality services and making responsible investment choices."
The council held its first public hearing on June 23 and a second on Sept. 15, according to the city's budget public involvement page. Study sessions on the budget ran from April through October, which included sessions on transportation needs and revenue options.
One item under review alongside the budget is a potential Transportation Benefit District (TBD).
The city said in its September announcement that a TBD could serve as a dedicated funding source for transportation projects. If approved, the district could support infrastructure investments, access to regional transit and neighborhood mobility, according to the announcement.
An additional budget deliberation session is listed for Nov. 10 on the city's public involvement calendar. Residents who want to weigh in can email the full council at [email protected] or leave a voicemail at 425-452-7810. Written comments must arrive by 3 p.m. the day of each council meeting. Agenda materials for the Oct. 27 hearing are available through Legistar File #26-601.
