Wright Runstad & Company wants to build approximately 560 apartments across two eight-story towers in Bellevue's Spring District, the biggest residential proposal filed so far for the BelRed corridor.
The Seattle-based developer submitted a Design Review application for the project, called North Blocks, at 1209 124th Ave. NE, according to a Downtown Bellevue Network report published July 28.
The two buildings would occupy Blocks 1 and 2 of the 36-acre Spring District master plan, covering about 4.1 acres combined.
The numbers
Block 1: 251 units, 289 below-grade parking stalls. Block 2: 304 units, 348 stalls. Both towers would rise 79 feet. Clark | Barnes is the architect of record for both buildings.
The filing also includes a new local road connecting the two sites. Construction is anticipated to begin in November 2027. No Design Review hearing date has been set.
Who it affects
The project sits steps from the Spring District/120th light rail station on Sound Transit's 2 Line, which opened in spring 2024. At full build-out, the Spring District is expected to house roughly 2,000 residents and 13,000 office workers across 5.3 million square feet of space, according to the development plan.
North Blocks would add housing near major employers already in the district. Meta leases more than 1.4 million square feet across five completed Spring District buildings, and Snowflake has filed plans to add three floors to its Block 6 office space.
For Bellevue's broader housing pipeline, the 560 units represent more than a third of the roughly 1,550 new units the city needs annually to hit its comprehensive plan target of 35,000 new homes by 2044, a figure cited by Emil King, the city's Community Development Department director, at a November 2024 panel hosted by the Bellevue Downtown Association.
A residential wave in the Spring District
North Blocks is not the only apartment proposal moving through the district. Wright Runstad filed a separate Design Review application for an eight-story project on Block 15 in April 2026, and a seven-story building was proposed elsewhere in the Spring District in January 2026.
BRIDGE Housing has broken ground on a 355-bedroom affordable housing development in the district, including 40 units reserved for individuals with developmental disabilities.
The original Spring District master plan envisioned buildings of 11 to 14 stories. North Blocks, at eight stories and 79 feet, comes in shorter than that vision but well within BelRed zoning limits.
What's next
Additional blocks within the master plan are expected to come forward for review and construction in future phases. The city has not announced a public hearing date for the North Blocks application.
