Bellevue residents casting their Tuesday, Nov. 3 general election ballots will find one name under Court of Appeals, Division 1, District 1, Position 5: Judge David S. Mann.

Mann is running unopposed for the nonpartisan seat, according to King County Elections. The entirety of King County falls within District 1 of Division 1, meaning every Bellevue voter will see the race on their ballot, as The Daily UW reported in its voter guide. The appeals court hears cases from trial courts across King County and other counties in western Washington.

As we reported Oct. 15, Mann was first appointed to Division 1 in August 2016. He won retention in 2017 and was reelected in 2020, according to his official biography on the Washington State Courts website.

He served as Division 1 chief judge from 2020 to 2022 and is a member of the Board of Judicial Administration, according to the same biography.

Before joining the bench, Mann spent 26 years as a trial and appellate lawyer. His practice focused on environmental, land-use, real property, water and administrative law. In 2011, he argued a Freedom of Information Act case before the U.S. Supreme Court, representing the appellant.

Before law school, Mann earned a degree in geophysics from the University of California, Santa Barbara, and spent six years working as a professional geophysicist exploring for oil in the U.S. and Africa. He graduated with honors and an environmental law certificate from Lewis & Clark Law School in 1991.

He lives in Seattle's Ravenna neighborhood.
